The House of Lords Finance Bill Sub-Committee is looking at the Off Payroll Rules, asking specific questions as to how the rules have affected both contractors and engagers, as well as further action that may be required.
The call for evidence has 8 specific questions here. The questions cover the impact of the new rules on hiring, use of the CEST tool, compliance costs, HMRC support, disputes caused by the new rules and the government proposals for a single enforcement body.
ARC members can have their views represented by completion of a short survey addressing the questions, which can be found here. Responses are required by 14th November 2021, so please reply promptly if you wish your views to be taken into account.
Should you require assistance with any aspect of the Off Payroll Rules, including implementation, assessment of status, disputes or contracts call us on 01273 236 236.
Separately from the above, the Department of Business, Energy and Industrial Strategy (BEIS), is conducting a survey on changes previously made to the Conduct of Employment Agencies and Employment Businesses Regulations 2003 (‘Conduct Regulations’). We have distributed this to members of the Association of Recruitment Consultancies. If you would like to participate, please reply to [email protected], quoting BEIS Survey in the subject line.
