House of Lords call for evidence on Off Payroll Rules & BEIS Survey on the Conduct Regulations

The House of Lords Finance Bill Sub-Committee is looking at the Off Payroll Rules, asking specific questions as to how the rules have affected both contractors and engagers, as well as further action that may be required.

The call for evidence has 8 specific questions here. The questions cover the impact of the new rules on hiring, use of the CEST tool, compliance costs, HMRC support, disputes caused by the new rules and the government proposals for a single enforcement body.

ARC members can have their views represented by completion of a short survey addressing the questions, which can be found here. Responses are required by 14th November 2021, so please reply promptly if you wish your views to be taken into account.
