On Monday 4 March, representatives from the Association of Recruitment Consultancies (ARC) will meet for the first of their stakeholder meetings with senior government policy advisors at the Department for Business, Innovation and Skills (BIS) in London.
Adrian Marlowe, Ben Grover, ARC members and members of the ARC committee will meet with Caroline Daly, Senior Policy Advisor on Labour Markets at BIS & Steve Keeler of the Employment Agency Standards Inspectorate (EAS).
On the agenda will be the Conduct Regulations consultation document, issued in January.
Changes to the regulations provides the opportunity for key wins in two particular areas that ARC has been pressing for;
- Removal of restrictions on payment of direct hire workers, including provisions that apply to RPOs so that ‘pay when paid’ and assignment of debt clauses are ruled out.
- Tidying up and clarification in other areas, including the ARC campaign designed to encourage charities and other non VAT registered hirers to use agency workers.
ARC exclusively represents recruitment businesses and so the focus of the group will be on improving conditions relating to standards within recruitment rather than those relevant to other kinds of service supplier.
